What it is for
The subject and the camera travel on the same rig at the same speed, so the person is perfectly still in the frame while the whole world slides behind them. They appear to glide without walking.
It pulls a character out of their surroundings. The scene carries on around them and they are no longer part of it, which is why the move is used on people who are in shock, in love, or no longer in control.
How it works
The subject stands or sits on the dolly with the camera, and the whole assembly moves. Nothing about their position relative to the lens changes, which is what removes the walk from the walking.
The background does the acting. Choose a route with strong, readable things to pass, because the sliding background is the only evidence of motion in the frame.
Any drift breaks it. The subject has to be locked to the rig, and if they move at all against the camera the shot becomes an ordinary tracking shot.
When to use it
Use it on a character stepping out of their own life for a moment, and on a beat where the film wants to say that somebody is being carried rather than walking.
Do not use it casually. The move is loud and strongly associated with one director, so a viewer reads it as a quotation.
Told apart from its neighbours
A Steadicam shot floats but the operator walks, so there is a small amount of human motion and the subject still moves inside the frame.
A double dolly has no human motion at all in the relationship between camera and subject. If the subject is dead still and the background slides, it is a double dolly.
On film
Spike Lee has used the shot across his films, including Malcolm X (1992), Inside Man (2006) and BlacKkKlansman (2018). The character is on the dolly with the camera, and the effect is a person moving through a world that has stopped including them.

What goes wrong
The model animates a walk, because a person moving through a street is the expected picture. Say the subject does not walk and stays locked in the frame while the background slides.
The other failure is a handheld feel. Ask for a smooth constant rate with no bob, or the rig reads as an operator and the effect is gone.
