What it is for
The subject changes size relative to the room. A person grows until the ceiling is close, or shrinks until the table is a landscape.
It puts a feeling into the geometry. Overwhelmed, insignificant, too big for a place you used to fit in, all of them arrive as a change of proportion rather than as a line of dialogue.
How it works
Hold the room constant, as the note says. The furniture, the doors and the walls keep their size and their position, and only the subject's proportion to them changes.
The change needs a reference the audience already measured. A door, a chair, a person of known height. Without something to compare against, a size change reads as a camera move.
Keep the camera still through the change. A static frame makes the room a fixed ruler, and anything the camera does during the shift will be read as the cause of it.
When to use it
Use it for a psychological beat, for a fairy tale, and for the moment a character stops fitting the life they are in.
Skip it when the scene depends on believable physics. A scale shift breaks a rule the audience has been using, and it takes the rest of the scene with it.
Told apart from its neighbours
Forced perspective uses real distance so two things of different sizes appear together, and nothing changes during the shot. A scale shift changes the proportion during the shot while the distances stay as they were.
The test is whether anything changes over time. A fixed trick of distance is forced perspective. A proportion that moves while you watch is a scale shift.

What goes wrong
The room changes size along with the subject, which reads as a zoom. Say the surroundings stay fixed and only the subject's scale changes.
The second failure is a camera push standing in for the effect. State that the camera is locked and does not move.
