What it is for
A palette with no dark end has no weight, and that is the point. Nothing in the frame can look serious, so the picture reads as play before a viewer has read anything else in it.
Hot pink also does something no other colour does at this brightness: it stays legible. Yellow and cyan go to white at full brightness, pink does not.
How it works
Let pink lead and give it most of the frame. Sky blue and lemon yellow are support and should appear in small amounts.
Remove the dark end completely. The darkest value in the picture is a mid tone, and there is no black, no charcoal and no deep shadow.
Keep the surfaces glossy rather than chalky. This palette lives on plastic, vinyl and gloss paint, and a matt version of it turns into a pastel scheme.
When to use it
Use it for anything playful and loud: a product launch, a party, a title sequence, a toy, a music video, a poster that has to be seen across a room.
Leave it alone when anything in the picture has to carry weight. There is no value range left to make something important.
Told apart from its neighbours
Pastel Symmetry uses the same family of colours chalky and muted. This one keeps them bright and glossy, which is a completely different reading.
Technicolor Three Strip is equally saturated but keeps deep ruby and deep sapphire. Bubblegum Pop has no dark colour at all.
Where it was used
Teen comedy adopted it in the late 1990s as a costume and set rule, and toy marketing had been running it for decades before that. A 2023 feature took it to the whole frame, including the sky, and proved the ceiling is higher than anybody had tried.

What goes wrong
Black shadows arrive under every object and the palette dies. Say no black and no grey, and that the darkest value is a mid tone.
The colours come back dusty. Say high saturation and glossy surfaces rather than chalky ones.
