What it is for
Putting camera behaviour that no drawing has into a drawn world is a deliberate contradiction, and it makes the picture feel photographed rather than made. It is the main thing separating a feature from a television episode with the same character designs.
How it works
Characters stay flat cel with a hard shadow shape. Environments are painted in extreme detail, especially sky and cloud. Over all of it sit photographic effects: lens flare, bokeh, chromatic aberration, and haze separating the layers. A rim light picks the figure out from a source visible in the scene.
When to use it
Use it for spectacle, weather and emotional scale. Avoid it for a simple character picture, because the style spends almost all of its effort behind the figure.
Told apart from its neighbours
Anime Cel is the character treatment with no environment. Painted Gouache Background paints softly and refuses photographic effects. Concept Painting has no cel character in it.
Where it is used
It carries a key art image, a poster, a music video frame and any picture that should feel like a moment in a film.

What goes wrong
A flat television anime frame comes back. Ask for the photographic effects by name: lens flare, bokeh, chromatic aberration and haze between the layers.
Leave out
a plain background, flat lighting, a simplified environment, a television cel look, matte flat sky
Watch for
This reads as modern Japanese feature animation, and the lens flare with the detailed clouds is what fixes it. Removing the photographic effects returns it to a television cel look, which is a different and much less specific style.
